Eldar teleportation technology just like Imperial teleporters involve use of the Warp, and this is dangerous for Eldar souls, which is why Warp Spiders are considered brave for teleporting on a regular basis. So the official background does argue against everyday use of teleporters.
As for intra-craftworld travel,
Path of the Warrior depicts 3 modes of transport, of which 2 appear more for scenic purposes than actual travel: walking, floating platform, and "skyrunner" anti-grav craft.
Korlandril took a skyrunner across the dome, delighting in the rush of air against his skin, the flash of terrace and tree beneath the one-pilot craft as it soared upon the winds, its wings angling and curving in tune with his thoughts...Powered by his psychic urging, the dart-like vehicle climbed rapidly, wings tilted back...In his mind his path sculpted a complex web of interleaving arcs and loops and the skyrunner responded, twirling and swooping at his whim.
Anticipation grew within Korlandril as he sped through the connecting hub between the DOme of New SUns and out into the Avenue of Starlight Secrets. Here there was more traffic. I was one of the main thoroughfares of Alaitoc where hundreds of Eldar moved between the many domes and plateaus that made up the bulk of the craftworld. Some strolled languidly by themselves or with friends, others on skyrunners like Korlandril, many on drifting platforms that eased serenely from one place to the next guided by the group desires of those on board.

Eventually, Aradryan''s whimsical feet brought him to a platform at the foot of the Bridge of Yearning Sorrows. The massive field-clad arch rose high above Alaitoc, and as he stood looking at the silver towers at its pinnacle, Aradryan's thoughts were flooded with memories.This was one of the most popular haunts of the Dreamers, who could go to the transparent hab-spaces at the apex and foll themselves into thinking that they slept floating amongst the stars.
He summoned an open-topped carriage, which glided along the monorail from its hangar with barely a whisper to announce its presence...He laid a fingertip on the automatic drive and sat back, trying to relax.
The carriage accelerated quickly, encasing Aradryan in a dampening field so that the strengthening wind of its passage was dulled, allowing the steersman to feel the air through his hair and on his face as a pleasant breeze while beyond the bubble it sped past as a gale. From several other stations, more rails ascended towards the peak of the arc, coming together like the outer threads of a web...
