First, Welcome to Dakka.
You are spending a lot more on wargear then you probably need to. And some of your units lack focus.
Librarians come stock with a force weapon, why pay for the lightning claws? And I’d rather just have the extra attack from a bolt pistol then the c-melta, but YMMV.
Chaplain come with a free power maul. While the ToT can be fun, it’s points you don’t need to spend here. Plasma pistols are massively overpriced, but iconic and cool. I like a bare-bones chaplain, with only the jump pack, and maybe a melta bomb.
While your scouts have a nice array of deployment options, once the game starts they are going to have to foot slog it everywhere. If you want to keep the scout centric theme to your army, I might grab a LSS. I like HBs over MLs in scout squads, but you can use the AV. The HB squad is a little all over the place.
The ven dread is the only non-flying vehicle in your list. He is going to draw fire, and probably explode. Also, the TLLC want to sit back, and the HF wants to burn close. If you want a sit back dread, take the ML/TLAC instead of the fist. If you want to mix it up close, go with the MM or AsC.
You have 4 FA picks.
How many points are you willing to spend on a 1 wound model? Particularly one who is going to strike last. Now there is going to be a character in the squad who can accept challenges, so it’s not that bad, but I’d drop everything but basic power weapons from the assault sarges. And you can run double flamers in 5 man squads, which I’d recommend.
I like the skyhammers on a talon, but the LCs work, and you need some strong AV. You might want to consider upgrading this guy to a stormraven, as you are over on FA, but have HS to spare.
Fast melta is a good thing, like the bikes. You might consider a MM attack bike, or a c-melta on the sarge. You need 3-4 melta shots to reliably pop tanks.
Raven is fine.
Overall I like the structure of your list, but think you spent far to much on toys. The dread seems out of place. He fits a bit better thematically if he’s hitching a ride on the raven, but I’m not a big fan of reserving that much in one basket.
