Here are two of my fleet ideas for OP3. Both are similar. I have decided to ensure I do not use the Weyoun/Varel combo. My attack-cancelling methods are more diverse (harder to stop since I have three methods) and aren't as cheesy (cost more points/slots)

The Soong feels less slimy than a cube, gets one more attack dice, and reduces the BCT & BST's defense by one. The Cube is less likely to lose actions, can take more damage, and is easier to move relative to the BCT.
I can use Weyoun8 to cancel two attacks. I'll try to keep my blind ship out of the way so my opponent has to attack himself. Diplomacy is a nice alternative if my opponent has set up a Target Lock on the BCT. Feedback Pulse is straightforward,

The soong is less cheese, I'd say weigh up your local gaming 'meta' and go with the one more suited.

Remember, unless you have a 10 or higher Captain skill, you will never loose actions to the cube ramming your ship.

I was thinking more of the other player positioning his fleet to try and bump me.
It looks like I am ow the official TO at my venue and will be receiving the ATP and Stargazer no matter what. Our OP3 will also be after the next wave comes out. So I'd like to run a build that is anti Weyoun/Varel to help be a spoiler, but it all depends on what the Borg Queen Vessel and Enterprise E brings to the meta.

Basic idea is to counter other attack cancelling builds and have a passive way of cancelling attacks against myself. I can get up to 9 attack dice with Scotty, Riker, Enteprise's ability and Lore every other turn. With that , Battlestations, and Boheeka, it might be able to inflict some damage on the Borg.
Since I am now the TO and will get a Stargazer and ATP, this is a slightly silly build (9 crew) and a shot across the bow against cheesy combos. If there are Weyoun/Varel combos, I will go after them nearly ensuring my ship's loss and maybe they will get penalized if they cannot destroy the BCT and BST.

I have my OP3 coming up this weekend. Here is my latest iteration.
Enterprise Refit
Lore
Vulcan High Command (1 tech, 1 crew)
Adm. James T Kirk
Fleet Capt (2 crew)
Sup. Intellect
Diplomacy
Riker (+1 crew)
McCoy-ToS
KBP
Janice Rand
Varel
Goval
Deanna
Uhura-ToS
Stupid Torps (3 pts to get to 90)
Projected Stasis Field
90 pts
Basic idea is to get to within Range 2 of an opponent that is using a Weyoun/Varel combo. Lore will have a skill of 10 to make it easier for initial placement. Uhura will help change my move if a Borg Cube spins in either direction.
Riker -> PSF
Ship Action -> Deanna (Target Koss?, Weyoun)
Jan Rand -> Supperior Intell (Varel, Disp field, etc)
McCoy -> KBP -> shut down all the upgrades
I figure this stands a good chance of wrecking an infinite attack cancelling fleet. And that's the primary goal. Afterwards I can let my ship get blown up so they are left with the BCT/BST hitting them each turn.
