iirc, jump infantry cant be in a land raider.

for example, the Storm Raven specifically allows jump packs in.

Your friend is correct because, unless the transports specific rules state otherwise, only infantry can be transported in something with Transport capacity.

Some vehicles, like the Stormraven, do explicitly say they are allowed to carry Jump Infantry. But Land Raiders don't.

It depends on where that space is allocated and what the shape is. Jump Packs are quite bulky and you really need to sit down when in a moving vehicle. Land Raiders simply aren't designed with jump pack friendly seating.

Jumppacks can fit into landraiders but they're so cubersome that marines start to shuffle around and step on each other's legs eventually getting pissed off and chainsword each other to death. Bikes can fit too but biker marines phisically can't stop WRYYYYYYYYYYY-ing all the time and helmless sergeants get intoxicated with carbone monoxide. Thus, AdMech, having gotten tired of all that mess, only allows basic infantry inside landraiders. And terminators cause they're very polite and give seat place to veterans.
