Does the Tempestor Prime have access to Meltabombs? I remember reading that only the Lord Commissar seems to have special issue wargear access.
Regardless, it's a good unit. Put into decent cover, as far forwards as you dare - hotshot volley guns, like all salvo weapons, make for static units - and lay down some serious overcharged laser whup-ass. With the Tempestor Prime calling

A nice unit. Half-sized scions units are versatile squads - yes, veterans are arguably better but the scions get either deep strike or better transports, which will get them where they need to use those meltaguns much faster.

Now I'm less convinced here.
AC/Missile Taurox Prime are great little fire support tanks, but they want to be staying at range; both their weapons are long range and they want to stay out of the effective range of plasmaguns, meltaguns, pulse and burst weapons, grenade launchers, and other short-range-but-nasty antitank weapons - ideally using their abiltiy to plough through terrain to net themselves a cover save into the bargain.
If carrying a plasma-armed 'tactical' unit into the fray, I'd go for the cheaper, shorter ranged weapons - volley guns and gatling weapons, and possibly take a few extra scion footsoldiers - if you're aiming for rapid fire plasma range, you might actually get some use out of those expensive hotshot rifles - volley guns fire at too long a range, meltagun targets are largely immune to them.

You mean multiple rocket pods? Yes, this is a good general-purpose aircraft. Don't underestimate the punch a pair of multiple rocket pods and two heavy bolters can land on a mob of orks (plus a snap-fired multilaser! Technically you could snapfire a heavy bolter instead but I like symmetry).
If bolting on Adepta sororitas.....
The biggest advantages sororitas have are in crowd control (bolters and flamers chop up light infantry much better) and in heavy antitank (you're quite correct that dominion squads are 'the awesomz').
If you're going with an allied detachment of sororitas, then I'd look at the canoness leading a decent 'block' of battle sisters. Note that you only need one troops choice - you might as well take a decent sized one if you want it for antipersonnel work because those bolters actually make a difference.
Two flamers are arguably better than flamer/heavy flamer because the latter fire seperately, meaning kills from the first are removed before you work out hits from the second. Two of the same weapon are resolved at the same time.
The exorcist is okay but is mostly a light vehicle murderer. Against anything heavier its low strength (for antitank work) means it doesn't get the penetrating hits to exploit its high
AP. It's a nice mobile tank, though - unlike a predator annihalator, it can move at combat speed and still lay down effective fire, which complements the mobile scions.
I'm a big fan of assault henchmen but they need mechanising to get to the enemy - preferably a land raider. More importantly, you'll want two priests because you don't want to be stuck failing war hymns rolls - The Emperor Protects is just too good to go without on crusaders. Plus, you can hang eviscerators off them, which means the squad can stand up to monsters and walkers.
For a shoota squad, I wouldn't go nuts with the upgrades. My personal favourite is:

Dig into decent cover and lay down the dakka. Either your opponent doesn't have psykers, in which case you take divination and get Prescience off, or he does, in which case the psyocculum squad becomes ridiculously good at shooting the squad the enemy psyker is with. If the Jokaero boosts the stormbolter's range or gives them rending, so much the scarier.
If you have points spare and ever face tyranids, consider the Tome of Vethic. As a tyranid player, I can tell you this combination
Hurts. Monstrous synapse creatures are psykers, so a psyocculum and the Tome more than triples your effective firepower against critical targets for about the price of a rhino.
