If I have primary Waaagh! Ghazgull and give the warlord a gubbin

Can I (in a CAD detachment) of normal Codex Orks give a gift to an HQ?

AFAIK, whatever detachment the character is in determines what codex/supplement they have access to relics from.

So yes, the character in the Waaagh Ghazzy detachment gets to pick out Gubbins but not Gifts, and the character in the Codex Orks detachment gets to pick Gifts but not Gubbins.

Correct - the detachment/formation dictates which list. The only thing in Ghazghkull that isn't restricted in this way is the Warlord Traits which is just Ork Faction.
