Yes they can. FMCs have a 360° firing arc just like normal MCs.

You don't have to be happy when you lose, just don't make winning the condition of your happiness.

The FMC rules even go so far as to flat-out state it in the first paragraph of "Swooping Hunters" (p69), so there really is no ambiguity.
