I have played Necrons for many years and finally got around to building a second army.
I went with the IG cause I love there models and I love there play style. I have started buying models and currently don't have much but I was trying to go for a camping style army. Just a fun list maybe a chimera or two for objectives bust mostly a list to play against friends.
I currently have

2x Wyverns
1x heavy weapons squad (3lc)
1x heavy weapons squad (3ac)

So not alot but I'd like a 1500-1800 point list
I'm just stuck on how many basilisks I should run or what kind of leman Russ to run. What is a good way to run a camping army effectively and what are some good tactics for a army like this.

I personally find gunlines a bit boring (I'm a very aggressive player, even when I shouldn't be; Guardsmen charge bloodthirster? What could possibly go wrong), but one thing I can say with certainty is Basilisks aren't going to help you.

With the changes to minimum ranges, a Basilisk simply can't shoot under 36'', which on a normal 6x4, you're not going to be shooting an awful lot. Russes of various kinds will serve you far better. There's a few loadouts I've found particularly handy over the years, so I'll just give you a few ideas here, and let you decide what'd work best for you:

Exterminator w/ 2x Multi-Melta sponsons, hull Lascannon - Highly effective AT platform, can also engage Monstrous Creatures as well to notable effect I also use a Hunter-Killer missile for gaks and giggles; it blew up a Stompa once
Punisher w/ 2x HB sponsons - Drastically cheaper than before, limited range, but obscene volume of fire, enough to cripple almost any infantry unit
Eradicator, naked - Stupid cheap way of countering extremely prevalent 2+ cover saves so popular these days (though my club has a ton of ruins, so I'm biased around that), 48'' range gives you good reach
Demolisher: short range might seem out of place in a gunline, but it's the perfect way to ward off particularly tanky units which might get close, from Mega Nobz, Terminators, Honour Guard, Plague Marines, nothing stands before a Demolisher and enjoys the experience.

Pask is a ridiculously good option to have in your army as well; I tend not to use him because I find him too powerful over his previous incarnation, but he benefits the most from a Punisher; improved BS, Preferred Enemy and Rending on that volume of fire is extremely deadly.

On the subject of Chimeras; a Chimera or two with veterans loaded up with Plasma/Melta guns are always useful, if you have the points to spare. They're mobile enough to counter deep-striking units or other threats to your backfield, and without them you basically can't play Maelstrom (the local gunliner [re: that's the only kind of list he ever does] thinks Maelstrom is the worst thing ever, oddly enough). They're also the only really cost effective way to run Chimeras; the Chimera went up in price for no real improvement, and Vets went down the same amount.

Therefore, I conclude, Valve should announce Half Life 2: Episode 3.

Gunline or not, you'd still need some mobility, and above all, LOTS of infantry. At 1800, it's possible to look at 2 platoons of 30+5 each, plus 30 more conscripts. Combine the squads in the platoons and give em a Priest or a Commissar to make sure they hold their ground. I tend to not use heavy weapons squads, and instead distribute my heavy weapons in the platoon blobs. Makes them harder to kill, more effectively follow orders, and easier to stiffern with commissars or priests.

The conscripts are great at advancing into the enemy and grab objectives, and you'll need a Priest with them to make sure they don't run off.

Wyverns are excellent anti-personnel artillery support, and the Leman Russ Exterminator as described above is also great - actually, just about all the Leman Russes are awesome. A pair of Hellhounds won't be out of place - they have the speed to help fill the gaps in mobility of gunlines. ADLs and Quad guns are still great for gunlines. Basilisks are sadly out of favor this ed. But you've already got the Wyverns, so that's cool.

Above all, your CCS and PCS are extremely valuable. Orders are definitely a force multiplier, and when you forget to use them effectively, it's not going to end well.

Minimum Range only applies if the weapon is being fired Indirectly. If you have Direct Line of Sight to your target, then you ignore the minimum range requirement. Check out the Barrage rules in the BRB.

Going to be playing them in 7th edition rules.
I wanted to play more a tank line then anything.
The punisher pask combo is great from what I can tell.
