Ello.

After seeing this online somewhere, i wanted to ask some of you more sciency bunch.

Would there be any issues with using linoleum tile chunks for basing such as adhesion with paint and glue, durability, re-activeness over time?

I bought a small tile for like 50 cents to try and il post if i can find anything but i think it would make a great Urban rubble (as it breaks very nicly)

Tricky. Try priming a spare bit. When fully dry (leave for a day), wipe your finger over it. If it comes off then no go I'm afraid.
As for fixing it in place & then fixing models on top, I would use epoxy resin glue.

I have used it and found no issues. Takes glue and paint just fine. It is nice and thin, has some decent weight to it so it stays put on the table, can be cut with a utility knife, and is dirt cheap. Here is a crater I made from part of one. The base and the chunks making up the crater are VCT tile.
