Just google 'free dollhouse wallpaper' (or carpet or flooring or mosaic whatever), and print the designs at smaller scale. Some designs are pretty horrible (for war gaming use) but others are fine, especially to represent civilian building interiors.

I use fabric, my wife Quits so I spend time in Fabric stores
I then use PVA to glue it in place, cottons work best.
Some very interesting patterns are available and constantly changing.
I 40k and for 28mm ruins it works very well.
