Just as the title says. What if cover saves of all forms stacked? Would that be too powerful? Inconsequential? Favoring one army over another?

I think it makes more sense. A target behind cover AND intervening models would have a 3+ cover save. I believe it would make positioning more important.

What do you guys think?

Will require the revamp of the whole lot of codexes with units, special rules and pts costs. It'd be another game.

The problem is that cover is iffy for some people, LoS is even iffier and then we have Tau ignoring cover. I say Cover +gtg = cover or 1/2 cover rounding up as an invuln.
2+ cover=4++.
5+ area +gtg=3+ cover or 5++.

I don't think that gunlines need to be made any stronger than they already are, nor do those armies that have army-wide ignores-cover.

stealth and shrouded stack so there is that?

It's easy to assume that people arguing an interpretation you disagree with are just looking for an advantage for themselves... But it's quite often not the case.
