What is a Lord of War:

-A single portly human with a cigar.
-A 100 foot tall death robot.
-A rather beefy ork
-A five ton tank with eight turrets capable of leveling a city.

What isn't a Lord of War:

-A thirty five foot tall death robot. You can have three of those if you want.

Why are WARBOSS Ghazghkull and SUPREME GRAND HIGH POOBAH Castellan Creed not capable of being an army's Warlord? Why make Ghazzy, whose combat stats are only slightly more potent than a mega armored Warboss on the same level as a hulking walker monstrosity, but then not put the equivalent hulking walker monstrosity from the other armies in that category?

For that matter, why are the hulking walker monstrosities of the Orks and Humans considered Walkers (humanoid constructs piloted by a normal sized guy) while the hulking walker monstrosity of the Tau is considered an autonomous Monstrous Creature? Does it not have a Tau pilot?

Gazzy and Creed are capable of being the Warlord - it no longer has to be a HQ unit (or indeed, even the one with the highest Ld, or indeed indeed, even a character at all!)

That said, I agree with the rest of the sentiment - the infantry-sized Lords of War feel like a pushy way for GW to encourage everyone to accept LoW into 'normal' 40k, they are "Lords of War" in the way that we would normally give that title to historic military commanders (Nelson, Napoleon etc.) but compete for the slot with gigantic-robot-death-machines.

I thought you were talking about Imperial Walkers for a second.

The Crisis suit is about 2.8 meters, the riptide double that nearly. So it's more like 18 feet.

In this case, I'm quite sure they knew what they were doing. Forced escalation as being part of the book. Introduced super heavies and rules in BRB. Making LoW's for super special characters will encourage people to play with LoW rule and people will then gradually accept that LoW are part of normal games, then the next logical step should be to buy a 3000$ Titan... You know, as in what GW thinks would be the next logical step for you.

I just wish they had the LoW character's stats to make them more LoW-like. Ghazzie is awesome, but not awesome enough to replace a stompa.

I think they mostly did it to ease people into lords of war. It is a rather silly approach and I have no clue if it's working or not. I don't mind lords of war (I also believe I established this in another thread a few months ago already ) but the people that do won't be changing their minds because Ghazzie, the great wolf and Draigo are now lords of war.
