Can a chariot pick up the relic?

No, only non-vehicle models can pick up the Relic (a Chariot has two unit types strictly speaking, but one of those is Vehicle, so it is still a vehicle even though it is also Infantry) - it can still score it by being within 3" though (as it is an Objective Marker).
