Is there away to limit the number of tags per image? Some people have a habit of copy-pasting a string of mostly unrelated tags into every image they post. I know we can delete inappropriate tags, but the page refresh after each delete can be tedious when wading through an entire gallery of incorrectly tagged images.

No, but I am planning to make tagging and abusive tag cleanup much faster. If you see any users putting in giant piles of tags, please PM a moderator to show them the image and tell them to tell the user to not do so. Tag pollution weakens the gallery for everyone as you rightly point out.
