Off of what? Plastic? Metal? Resin?

Generally a soak in Superclean or Simple Green will get all but the tiniest bits off. Keep in mind you will have to scrub and pick out the stuck spots manually.

If its a metal mini I use thinner..
Eats paint and some plastics.. :p

The longer primer has been on a miniature, the harder it is to strip. I have some 20+ plastic skaven miniatures from the Advanced Heroquest that were badly primed (and unpainted), and they took a bit of work, whereas anything I primed and/or painted recently will come right off.

If it's fairly new primer, dunk it into a isopropyl alcohol overnight, and scrub with a toothbrush in the morning.

If it's been a long time since it was primed, use one of the heavier solvents (search the form; brake fluid is a favorite). Again, scrub after.

If it's a metal miniature, use acetone nail polish remover + toothbrush. Any miniature paint will disintegrate with the application of acetone. It will destroy all plastics though, in minutes -- including plastic bases.

Dot3 brake fluid.

Takes most paints off. Won't hurt the plastics, either (at least it hasn't when I've done it. I don't leave it in for more than about an hour, though, if it's plastic. METALS I've left in for a week).

You could also try isopropyl alcohol (rubbing alcohol).

I'm OVER 50 (and so far over everyone's BS, too).

I had an old plastic tyranid venom cannon that's gone through Dettol (pine disinfectant), brake fluid, fairy power spray (oven cleaner). The only thing that even began to shift the primer was isopropyl alcohol. Still some patches and a dark stain on it, but I think that's a bit of what Talys is talking about - it's been sitting around so long waiting for the right stripper that it's right stuck in there.

For plastic in problematic cases I use isopropyl alcohol, along with a toothbrush or rough cloth. That worked best so far.
