-- With maelstrom, the person who goes first has a much bigger chance of fulfilling their first turn objectives (flat out, turbo boost, run whatever onto empty objectives).
-- They can play defense on objectives to keep the 2nd player from capturing
-- Going second used to matter because you could cap objectives before the end of the game. That doesn't matter any more.

There needs to be some buff to going second. i.e. going second means draw an extra card.

There are definitely cases where going second is better - it is totally dependent on your army and the game type you're playing. If you want to buff anything, it should be to give the person who lost the initial roll-off some sort of advantage (since they didn't get to choose whether to go first of second).
