Scatter:
Twin-linked clearly, it's stated in it's USR description
Divination/Prescience maybe - it gives you the same to hit re-roll as Twin-liked, but not twin-liked, also it doesn't states that you get the scatter re-roll
Preferred enemy - while it gives you a some to-hit re-rolls, it's inferior in this sense to Twin-linked

Get's hot:
Twin-linked and Prescience: it's pretty clear, it gives you a to hit re-roll, which gives you a Get's hot re-roll.
Preferred enemy: It's clear for weapons which need to roll to-hit. It's likely you get to re-roll 1s on get's hot with blasts as you are re-rolling to-hits of one, the exact result you want to re-roll for a get's hot.

You have two options - either only Twin-Linked works as all others require you to fail a to-hit roll which Blasts explicitly do not make, or any time a model has the ability to reroll, regardless of quality, you can reroll. Since neither of the rules you asked about mentions the quality of the reroll the latter is RAW.

As I understand it Prescience gives you an effect which is the same as twin-linked, so it can inherit the rule explanations for blast and twin-link there.

While Preferred enemy is clearly inferior to twin-link (in terms of to hit re-rolls), so it does not get the scatter re-roll nor the to wound re-roll of twin link (but it gets it's own to wound re-roll of 1s).

Blasts don't care how you good the reroll is, just that you have a reroll of any kind. So that's why perferred enemy and the like lets blasts reroll scatter.

Also while prescience is similar to Twin-Linked, it still isn't Twin Linked so templates with prescience don't reroll to wound.

I'd say prescience gives you twin-linked, it was just hard to word it that way. But since the twin-linked rule gives you the to wound re-roll for templates, you don't get that by RAW.

But I don't think Preferred enemy gives you re-roll on Blast scatter. But maybe.

Both could do with some FAQ or errata.

They are very adamant about being a models company first and so don't really bother make the rules work at all.

As explained if prescience gives rerolls then so does PE. Prescience does not give twin linked at all if it did it would say it did. Either the blasts and rerolls rule does nothing for anyone or it works for PE.

So it doesn't give Twin-Linked, but it inherits something completely unrelated to what Prescience does? Yeah, that's not RAW at all.
