Decided I'll bring this to an 1850 tournament just for fun but would like help tweaking it if I made any stupid errors with wargear etc.
Dark Angels as CAD Chaplain on bike with rosarius, powerfield generator, power sword.
7 x Tactical squad with bolters/boltguns with Sergent (lightning claw/melta bombs)

Questions:
Any better wargear options on each unit for hard hittingness?
Sub in normal land raiders instead of crusaders for some heavier firepower VS the likes of tanks or riptides etc?
Swap out the chap/priest for two librarians on bikes?

1) Why a chaplain over a librarian? A librarian comes with a power weapon base, which will save you points, and has more utility than than a chaplain.
2) Why a bike for you Chaplin? He should just ride in a landraider. PFG now works inside vehicles again.
3) The landraiders would be better with a MM over a storm bolter, as it will give your list some ranged anti tank capability.
4) I'm not seeing the point of lightning claws on a sergeant. He will only have 1 attack with it. Get rid of them and save some points.
5) Why wolf guard and grey hunters without special weapons? If you plan to continue doing this then bloodclaws would be a better choice, as they will get more attacks and more bodies on the board.
6) Get a DA command squad in there with dev banner. It works wonders with LRC. However it only works with DA models.
7) Personally, I would take 3 LRC from DA, as they benefit from the banner. The fourth landraider I would take with the SW detach, and I would make it a landrader spartan, as this offers the best ranged anti tank that a landraider can posses.
I was thinking of the chaplains/priest as more hth orientated than the Libbys? Kinda for a theme.
I gave them bikes so hopefully they can grab objectives quickly/contest late game rather than be entombed in the LRs.
Didnt have the points to weaponise the hunters and wolf guard unfortunately.
The command unit and banner I had thought about but its a big points sink and would mean, as you listed, taking scouts which Im not overly keen on.
I cant take a spartan since I dont own the model Im afraid.
I'll have a rejig and see what I can fix up.

Im thinking of putting in one redeemer for clearing objectives, shooting hordes?
The list lacks severely in long range AT, would 4 standard LRs with lascannons balance that

I mean if you are going to take crusaders I think the banner is a must as well as a power field generator. I can't stress enough how much of a must this is, it's the difference between being semi competitive and having a very slight chance of winning games.
The other land raider variants in my opinion are subpar the only exception being the redeemer with salamanders tactics, even that I find very situational. I can't speak for any of the forge world variants.
Problem with the banner is the tax to take it.
You need a Command unit at 100 points (naked) and then the banner itself at 65.
So I need to find 165 points in order to get it in.
I only have two DALRs and three SW ones so maxing the DALRs and then dropping the wolf guards isnt an option hence the CAD+allies :(

You don't really need allies to fit 4 Raiders in a DA list, which works out nice when they all have the DW Vehicle upgrade. Some fun I've had was with:
Libby in Termie armor w/ PFG
DW Command Squad w/ Dev Standard
Dedicated LRC w/ DW Vehicle and MM Techmarine w/ bike, PFG, servo-harness
2x 5 man Tac Squad
3x LRC w/ DW Vehicle and MM
Keep the PFGs in the right place and your opponent will struggle to kill more than 1 Raider.
