Clarification: Where in the rules is it that Crisis suit can purchase two of the same weapon (nonTL)

In the unit listing. There's no restriction on taking two of the same weapon, and permission to choose two, so you can choose two of the same weapon.

Indeed, permission to select multiple times from List A has been granted with no Restriction stating we can't select X twice.

Just check the wording of these Wargear Lists with other Codexes. Where they have 'may swap one for one,' 'may swap X and/or Y' or some else of the sort we get nothing more then explications as to why some options have two different point costs. Without such a Restriction we can point to the permission to take multiple items from lists A, B and C as permission to select from list A more then once, or ignore it entirely for nothing but options from list C. Even though it won't do any good, I can take three Target Locks on the same Crisis Suits just as easily as I can select two Fusion Blasters by simply paying the first value twice.

Compare it to the Commander entry saying "May take items from the Signature Systems list.". Seems fine, however upon inspecting the Signature Systems list you are hit with the further stipulation that "Only one of each Signature System may be taken per army." the "Ranged Weapons" and "Support Systems" lists have no further restrictions stated.

Now compare it to Drones. It states that crisis suits may take up to two drones from the drones list, but nobody ever questions if they can take two shield drones even though the wording is identical.
