I've seen the chart for the allies, but in what scenario would, say, the Tau work with the Chaos Daemons? Can only Battle Brothers work together in a normal game?

I think you can use any ally with any force unless they explicitly cant. The rule book tells you how you have to play them though. The big penalty is if they aren't battle brothers, then if they are within X inches of one another, there's a chance those units won't actually DO anything. The reasoning is they don't trust one another and are too busy watching their would be allies so not to get stabbed in the back.

Within 6th Editions Allied Matrix the Come the Apocalypse result would forbid the two Armies from being fielded together... yes two Armies, this was before the days of Factions
7th Edition changed the Come the Apocalypse result and now allow two Factions to be fielded together, as long as extra care is taken during Deployment

You may field an army made up of any number and (generally) any type of detachments, which may be from (generally) any faction.

The rules for varying levels of alliance affect how units from different factions interact on the board, but do not affect how you choose your forces.
