That's the newest version as far as I know. I played 40k games on Vassal quite a bit for about a year, until a few months ago due to my general waning interest in wargames.
But Vassal is pretty awesome for a free program. It lets you play actual 40k games generally just like you would IRL. My only complaints are a few anomalies, for example you can't give CSM champions MoK via some minor bug, but I fix that by just adding a label to the model. And a few models are missing so you have to proxy in something else and add a label to that.
I'm not very tech inclined so I don't know if this has to do with location but whenever I log in there are typically under 10 people online, yet they are rarely the same people. So finding pickup games is a crapshoot. It's good if you have a friend IRL who has Vassal to play with when you can't make it to the FLGS.
EDIT: Forgot to mention, the interface is pretty convoluted so I think this is why many people don't get into Vassal. It's nothing major, you could learn it in an afternoon no problem, but it's not something you can just jump into and play right away without lots of trial and error or a very patient opponent.
