I'm sorely tempted to start a 30k Legion, albeit slowly, but I've been told the minimum size for a proper game of 30k is about 2000 points. So with this in mind, what should I aim to get if I wanted a 2k list, but spending as little as I can? I was thinking about a Primarch for the respective Legion, Terminators, a Moritat and Destroyers, Tacticals and LR transports for all of the infantry?

Well a fully kitted out destroyer squad with jump packs will fill around 400pts, throw in a Primarch and a couple large tactical veteran squads and terminator squads and you'll have around 2k

2000pts IG. ( based on fallout US Army)
3000pts XIIth Legiones Astartes 8th Assault Company. (Pre heresy)

If you go with the Word Bearers you can ally in "cheap" Daemon plastic kits to help with the initial expense. Plus you can get Gal Vorbak which are awesome minis.

I'm mainly looking at Sons of Horus, Night Lords, or Ultras. Whilst I am open to others, some like White Scars, Iron Warriors and Word Bearers just don't interest me in the slightest.

Have a look into the HH bundle deals as well. That will give you a solid core of infantry and save a bit of coin.
PS - go Night Lords, Kurze is next primarch as I understand.

2k points could run you about as little as $850 and in all seriousness, doesn't get you much.
I have an EC army.
Fulgrim
Praetor
Master of signal
2x 15 tactical
Sqd of 5 Phoenix termis
Sqd of 5 Palatine Blades
2 Sqds of 3 outrider bikes with TL plasma guns
One contemptor dread
That's just over 2k points. You start adding transports and next thing you know you're at 3000

Play a mechanicum Adsecularis horde army.
