From reading this forum and others I get the impression many people are upset on this change and it seems the sky is falling.
Am I the only one overjoyed? There are so many models for those category's that are rare to see the table with. Balance wise I don't see much changing. Multiple princes and vampires could be scarry, but that's what magic/wat machines and such are for. I guess in small games (sub 2000) could be an issue. I don't see the new rules helping that balance out, but atleast you can take a lord option sub 2000 points for WoC.

I'm not upset. It allows me to make my dark elf, demons, empire, and wood elves ridiculously filthier whilst making 0 concessions.

I find the rulechange entertaining. Now I can try all those combinations I want to try but hasn´t been able to because of the point rules. Note, nothing that´s extremely good but fun to try.
Like high king Thorgrim and the runelord Thorek in a 2400 point game...

If I can spend around $40 on Wurrzag and Grimgor Ironhide to have 1/2 of a 1500 pt army that sounds awesome.

25% Core
The new chart is:
up to 50% Lords
up to 50% Heroes
up to 50% special
up to 25% rare (up to 2 duplicates in most cases under 3,000 pts)
Minimum of 25% core
