I would have to say Dacians, from a historical standpoint they give you the option of mixing Dacian falxmen and foot nobles with the horse archers and cataphracts of their mounted Samaritan Allies. In terms of modeling, I just finished painting and basing my first warband of warlord games Dacians and I already have four warbands of ancient Briton foot. If you plan to use warlord all of the plastic sprues are identical and you just get a collection of different metal heads, shields and torsos (depending upon which kits you buy) so there isn't a huge difference in assembly. The dacians do have more torsos with flax, if you are into big recurve choppy things though.
