So yeah you have enough pieces where it is actually physically possible to stack them , can you do so? They'd still be touching. the best way to describe it is a rising thin Z with the bottom of the Z and the Slant being on the "first Level and the top of the Z connecting to the slant by laying over the top of the slant and the bottom of the Z.

Isn't easier to create a datasheet of an open-topped fortification made by tall barricade walls (so you still get the 4+ cover and +2 to t if GtG) and some firing slits?

There are no specific rules against it. There are also no rules against stacking your Land Raiders on top of each other.
I suspect it will generally make for a short game, however.

Doesnt it say in the rules for ADL that you get the 4+ even if not 25% covered?

As said you could make your own terrain but I dont even see the point as models that large really dont need cover saves.
