I don't have the Astra Militarum Codex, and reading it online is a pain. However, I just had a game with one guy who fields the following army which makes me doubt whether it is 1000 points (which is one I brought) or not. Note that this is MINIMUM point cost. There might be other upgrades that did not come to play and I could not take into account. Leman Russ Squadron: Pask. Vanquisher - Demolisher - Punisher. 2 Multi-meltas side sponsors on Vanquisher. 1 Las-cannon and 2 Plasma cannons on Demolisher. (I don't know what upgrade the Punisher has as it was killed in turn 1) Techpriest. Command squad. (I suppose this is Company Command squad because he did not have any Infantry squad) 30 Veterans. Carapace armor. 2 Commissars. Heavy flamer. (He ran 2 squads of 15. However, the Codex does not mention how much is it to add one more guy to the squad whose standard size is 10, so I am rather confused how to calculate this) 3 Bullgryns. Commissar. Chimera. Hunter-killer missile. 5 Tempestus Scions. From my calculation it is 1155 points, but I don't play Guards so I might got some pieces wrong. Can you calculate how much is all of that? Thank you. Also, I don't see why we should have either Conscript or Infantry squads as long as there are Veterans who do not cost much more but have BS4. Grenadier doctrine is AWESOME. Also, Pask is such a badass guy. At 40 extra points you get BS5 and crazy rules.

How? So I have to buy each and every of the Codex plus supplement for 200 pounds or so so that I can fight any army without being cheated? I already struggle with my own Codex and Rulebook.

I recommend you and your friend use something like Battlescribe to create your army lists. It'll help ensure its legit and provide a useful summary of weapon and unit stats.

Few things:
Too many HQ slots. Without platoons there's no way he could have had 3 Commisars, Pask and a CCS (unless you'lve mistaken Commissars for Priests)
Vets can only come in squads of 10.
Quite possibly over points, don't have time to check right now.
I say you were likely cheated or he didn't know the rules.

As I have "resources" I've checked.
It was done in my head and flicking back and forth, so it might not be spot on, but it looks like 1000 points didn't include the Chimera, Scions or Techpriest, or the equivalent in points.

Unbound doesn't allow one to override unit size limits, so the 15 Vets in a squad still out, and there's no ecuse for being over the points limit. Also, as Commissars are bought as upgrades for a PCS, one could argue you can't bring them either in, even Unbound.

Eh, I don't know about cheating. You don't have to both use battle forged or both use unbound, it's theoretically preference. When the rules start coming in for the benefits from one or the other, that's when it matters.
Anyhow, simply ask to see his codex and list. If he won't show them to you, he's not someone to be playing.
