Troubled By Non-Compliant Worlds

So i am curious as to what is better between these two heavy support slots. They both stride for anti infanty, horde style and both seem to do that job very well. But they both have different point values, mobilty and shooting. The wirlwind has better movement with moving 6'' every turn and being able to shoot, while the TFC is stationary. Another thing too is that the wirlwind is a flimsy metal box and can go down pretty easy and the techmarine is gone with anything ap2. The price difference is quite substantial too. So which one would you guys choose and why?

TFC also can bolster terrain.
Overall, the TFC is better for the points you spend. Also, for the HS slot if you care about the FOC.
Not that the WW is bad, but the cannon is tougher, tends to do more damage, and can help the rest of the army by shoring up some cover. The mobility is generally a non-issue, as with proper setup you should be able to stand stiff and cover most of the table.

The Whirlwind will do more damage to heavier infantry, meaning 'Eavy Armor boyz/Nobs, Fire Warriors, Non Fire Dragon Aspect Warriors, and Necrons & Tyranid Warrirors; who can shrug off TFC shells will care much more about the Whirlwind's Large Blast (compared to the small blast).

TFC is stupid good. It didn't need barrage in the first place to be decent. But now it's just a no-brainer choice for it's points. And statistically, TFC will kill more heavy infantry than a whirlwind. It doesn't go through 4+ armor but it wounds on a 2+ instead of a 3+ and generates more hits. It's also more reliable with multiple barrage blasts being able to hit at least anything even if it scatters if you roll a hit or two afterwards.

But it’s not like the WW can’t do it’s job, it’s just that the TFC does it better, for only a few more points. So if someone is trying to squeeze all the efficiency out of their points, sure, run with the TFC. But if someone wants to add some anti-horde firepower to their mechanized list, the WW can work.
You get the ability to heavy bolter/flamer a pie plate worth of targets anywhere on the table. For 65 points. That’s not bad. With the points drop from the last codex, they got better. Last codex I would have preferred a dakka pred or a TFC.
The thing holding them back is opportunity cost. The hog a whole HS slot, which has a lot of nice things in it. And they go head to head with the TFC, which is probably a bit undercosted for what it does.

Speaking as an ork player who has faced both, the t.f.c. is a much bigger threat. I would ignore a ww to take out a t.f.c. first.

In sheer looks the Whirlwind always wins for me, it's one of my favourite models as it makes sense, I can actually see a military taking a successful transport and bolting a big missile launcher on it!
I know a lot of people rate the TFC highly and though it is on paper a great unit when I proxied one for a spell to test if I should buy one it never performed. That's probably a reflection on me as a player more than anything but I have always found the whirlwind not only works but intimidates, much the same as my beloved vindicator. Opponents often put an unreasonable amount of their AT into them and send units specifically to destroy them, all the while my rhinos packed full of scoring troops trundle on.
