I see in the restrictions that the warboss and 10 units of boys can't get a transport, must go on foot and warboss can't get a bike.

Is it safe to say I can upgrade 1 boy per squad to a nob?

And can a pain boy attach himself to this formation?

The council of the waaagh specifically states no other characters can join the waaagh council so I'm assuming a different independent character can join the green tide...it's also not in the restrictions.

Anyone know something different?

Yes, there is no restrictions in the formation that state you can't take a Nob per unit of Boyz.

Yes, Green Tide satisfies the criteria for a IC joining a unit.
