Apparently the Militarum Tempestus has its own codex, I never knew. 1d4chan tactics seem to suggest that it needs allies to function, I'd much rather not buy a second codex though, so I was wondering can these guys be taken without allies and if so how would it be done successfully.
If they do require an allie to work though, could I still run the mas the main force with maybe some sisters of battle support or maybe the black templars?
I've never made a list before and want to start at 1750, could someone help me make a tournament list of the Militarum Tempestus? If not alone as the main force with either sisters or templars?

The MT used to be known as the Stormtrooper Regiment. While a stand-alone Codex, it lacks a lot of the things that the IG (now Adeptus Militarum) has.
If you've never in your life made an Army List before, I have to ask why you're looking to play in a tournament. This would imply that you've never, in your life, played a game of 40K.

I guess, because tournament lists are optimal and you don't waste money on bad models or an army that is weak.
On the other hand though it is probably better to stay away from the tempestus. The way they are played you may as well play them out of the normal AM codex and the only thing your losing are their special orders. Which isn't much of a big deal as the normal AM ones are generaly better.

Not to mention that Codex: Tempestus is an extremely rare item. Being out of print and available to apple devices only, grabbing a legal copy might prove difficult.
So far I only know a guy who owns it. Unsurprisingly, he's the local GW manager.

If you're new to 40k, starting straight in at a high points level is probably an awful idea, as in going straight into tournaments.
1. You could easily end up spending a lot of money on models you thought you'd enjoy, but without experience of knowing what works well, could end up being wrong and having wasted a lot of money.
2. If you're new to 40k, and are going to tournaments, you had best be prepared to get rofl-stomped into the ground every single game. You can't expect to start a brand new game and play adequately with it.
End result of both of those will be you spending a lot of money on models that don't win as often as you'd like.
If I were you, find a local gaming group that's easy to get to. Get yourself 500 points, paint it up. Learn the rules. From there, go to 1000 points, then 1250/1500, etc. You won't risk spending as much money on stuff you don't enjoy, and you'll gain valuable experience for knowing what models to spend your hard earned cash on in the future.

GW's web site says Codex Militarum Tempestus usually ships within 24 hours.

The MT *can* be run by themselves, but don't have a very complete codex, and lack a large number of capabilities, while being dependent on Space Marine priced T3 4+sv Ld7/8 infantry for all of their heavy lifting. You *can* win games with them, but they aren't easy and you'll run into lots of hardcounter armies.
On paper they look kinda cool, I was really excited about the prospect of a Stormtrooper army, but the book and Scion unit rules in general weren't very well thought out, and end up being very fragile and expensive.

Howdy corrupted, welcome to 40k! This being your first list-building adventure and all.
My strong advice is to steer far away from Codex: MT, unless you really enjoy spending $50 on some fluff and a couple of minor alternative-rules (although if you really want that, be my guest). Go for Codex: Astra Militarum (aka Imperial Guard), it has all of the same units plus the actual contents of a whole codex.
Once you've been playing for a while, and you feel that you could really use those couple of special rules hanging out in the C: MT book, then feel free to consider it.

Thank you for all the comments. While I haven't played 40k yet, I have lingered around my local gaming store for multiple years now and watched many games and tournaments. My gaming store is a very casual environment with even its tournaments having a very casual feel.
The stormtroopers have always been my favorite unit fluff wise and I always wanted to be able to run an army of them, but them being elites and not very good elites up to this point made it seem impossible. Learning their is an entire codex of them made me want to run them.
If everyone is saying its impossible to run them as an effective army though I really wanted to run an all troop army boots on the ground best of the best without being a genetically engineered super soldier.
I just don't know what else would fit.

You can absolutely run just normal Astra Militarum and throw in two squads, or one and a command squad, of Militarum Tempestus.
An alternative though is to run Inquisition, purchase the models or in fact any models you like within reason and run them as 'Counts-As: Acolyte in Carapace Armor'. Inquisition Henchmen are a much better option than Militarum Tempestus and have access to the same gear, I think cost less, and only have minor reductions in stats. No orders either I should add. But the access to Inquisitors is a big bonus. Ordo Malleus has a lot of really nice toys...
But in the long run, 200pts isn't much to spend on a not-that-good unit and in 1750 games, you can easily get away with it without gimping your entire army. But, include them in an AM army as the Elite choice.

The problem you kind of said yourself. They are not a very good elite choice. All their codex does is let you run an army full of not very good elite choices. They're in the troop slot now but they are still the same mediocre and overpriceid unit that they are in the IG codex.
There are plenty of armies they are great at being all troops. Daemons are a great example.

Honestly though....you can take everything in the MT book in the AM book besides the relics and special orders..;and then you can support them with the AM vehicles that don't suck.

If you like the Scions, get the AM codex to start off with.
Scions Platoons are a Elite choice, to make a mini Scions force alongside and part of the main AM force.
Once you're sure you want to limit yourself to just Scions, then get the Codex:MT.
Codex:MT looks to have a single unit choice, with a few vehicle options. The orders are a bit different, but it's otherwise a cross between the Space Marines and IG. It has fewer options than both, but more powerful than normal guardsmen.

Adepta Sororitas / Sisters of Battle are much better than the Tempestus on the table top. They fit the bill of the 'best of the best', are very good on foot (although, like everything, they are better with vehicle support), are significantly more durable on a model by model basis than the Tempestus, are harder hitting (S4 range instead of S3). There are no humans in the game more elite than the Adepta Sororitas.
The downsides? Digital codex and expensive models, although it's easy enough to put girly heads on Astartes models, heh.

As Furyou said, if you want an "all-human" infantry army, then the Sisters of Battle and/or the Imperial Guard (Adeptus Militarum) are two very solid choices. Both obviously do well with vehicle support (after all, any infantry does well with a tank providing cover and fire-support), but both are "all-human,all-the-time" (some abhumans in the IG, but you don't need to use them). The IG, though, tend more towards horde tactics than the Sisters do, which is a far-more-elite organization... but the Sisters have no Psykers, no super-humans, no weird surgical tricks, none of that. Just faith, power armor, and the holy trinity of bolter, flamer and melta.

There are ways to do a PURE Stormtrooper army where they would do pretty well especially in a casual enviroment, however it may not be the way you necessarily want to play the army but let me break it down for you. My twin brother ran a rather successful Stormtrooper army back at his local game store and he did it running two styles of lists: Air Cav with Buggy Spam or just plain Buggy Spam. Since you are leaning towards a ground pounding style of list I would recommend the Mechanized look by putting every Squad in a Taurox Prime, also you get a pretty good formation out the the Militarium Tempestus book that benefits the guys in the Formation when they dismount giving them Twin-Linked. In the list you can generally run x7-x9 Taurox Primes kitted out in x2 ways:
-Taurox Prime
*w/ Missile Launcher, Autocannon
-Taurox Prime
*w/ Gatling Gun, Hot Shot Volley gun
These are the best two ways to run them and since you can take the as Dedicated Transports AND Fast Attack slots you could take some to literally just be support units. Take a single Valkyrie with a TL-Lascannon, Door Gunners and Hellstrike Missiles for anti-air and you have a pretty solid force especially for a casual environment. Another option for someone wanting to run an "elite" human army would be Imperial Armour 12. The Death Korps Assault Brigade lists allows "Grenadiers" as troops, and effectively they're Scions with DKoK rules (WS4, ignore 25% morale tests), but they don't get volleyguns, no deepstrike, no Taurox, and no Valkyries. The "ignore 25% morale tests" is pretty big, as that's something very easy to force on Scion units, and their Ld is no better than 5pt guardsmen. On top of that, you get a slew of cheap, hardy, and effective artillery units.
I feel the list works better than the MT book does, but it plays *far* differently and does require a different investment, but it's an option one may want to look at.

Man, if you love the background and models, go for it without hesitation. Especially if your meta is casual. Generally, you can figure out a way to run something.
The thing with MT is that they've been designed to be an elite ally for guards in the first place. So, they lack many options as a stand-alone codex. Yep, they can fight on their own but it will require some player agreements beforehand not to run in for hard counters.
But the problem gets easilly solved if you actually run them as intended. So that the core of your army are MT and IG are fillers.
