Hello,
I've been a long time 40K fan (about 14 years) but have never really put together an army or played. I mostly just sink money in to buying ridiculous amounts of boxsets to canabalize and build stuff I can't even use in a game. At this point I've sold all my bitz about a year ago but I find myself wanting to dive back in to some sort of game and actually play.
I've been scoping out Warmachine and Infinity since they are the more affordable and quickest way to get back in to the verse of tabletop gaming but I find myself frustrated at the lack of customization. At the same time I'm still looking at 40k but want to find an easier way to get back in to the game that doesn't involve buying, assembling, or paintimgna billion models. Been considering a Tau Farsight enclave or a Deathwing army. This mainly because its fewer mondels to paint.
What are your thoughts?

How about playing warmachine or infinity using gw kits?
The cost goes up a little I guess but you can customise your own models for it

I would have serious concerns about fielding an army based on the bare minimum of painting. You're not going to win many games and therefore not enjoy the hobby if you want to curtail your choices by what you can be bothered to paint. Your reticence to paint might also stop you from buying that much needed Hammerhead, for example, further curtailing your enjoyment.
No matter what Army you choose you'll still be painting a lot of stuff. A 1500pt Tau army would be up to 70 models, for example.
A pure Deathwing army could be easily bashed by a shooting match so you'll lose out on enjoying the game as your opponent just stands and fills you with holes.
EBay is excellent for cheap models that you can strip and paint for half the cost of GW new stuff. Always worth a punt if you don't want or can't spend loads.

One tip I would suggest is to use spray can's to get the base colour. Easily done and very quick and then you can add details later.

I think that there are two things you need to consider.
First, what type of game do you like to play? Both games you mentioned have demo rules floating about. Give them a try with some proxies to see if it fits your play style.
Second, visit your local game store to see what is being played. Gaming is social. If we don't have opponents, we are left sitting in the corner playing with ourself.

I recommend using the swapshop here, bartertown, and the tradeswap on reddit to get into the hobby you actually enjoy cheaply.
Also, if someone has too much free time, I recommend volunteering. Failing that, entrepreneurship. Both take time, and can be very bemeficial.

Off the top of my head, here are some cool armies that do low model count.
Tau suits
Eldar egg heads
Space wolves TWC
Space wolves dreadnoughts
Deathwing/Ravenwing
Necron AV13 wall
Tyranid MC spam (I think...)
CSM Chosen
That is all I can think of off the top of my head.
Using swapping here, craigslist, ebay and /r/miniswap, you should be able to get an army for pretty cheap.

Don't get stuck in the mindset that you have to have everything 100% built and painted before you can play your first game. If this was true, most of us would have still never played a game. Just pick a game\army that you like that people you like play in your area. You should be fine.

YES Orks can be a low model count army ..and be reasonably competitive...they can also be a high model count army later on ..(say in 20 years or so of collecting them) ...
Orks have to be customized or they are not orks..period..

Actually I do volunteer a bit on my weekends through my job sometimes but I live in the middle of nowhere when I have most of my free time and I'm just wanting to find something that is quick and easy to get started. 40k is difficult to do so. Warmachine is okay but I don't want to buy a bunch of stuff and then just wind up back on 40k.
