Looking for a set of civilian models in 40k scale but frankly, I have no idea of where to start? I know 40k is called '28mm' scale but so was Rogue Trader, right? And those are very out of place these days. So I was wondering if the community knew of any refugee or typical civilian type models I could use in 40k campaigns without looking like hobbits on the battlefield.

Civilian models? In the 41st millennium there is only WAR!

Seriously though, it all depends on what you mean by civilian. Some worlds are medieval worlds, some primitive paleolithic tribal cultures, some massive hive worlds, some world spanning farms.

As for models, using the right parts of multi part plastics would give you some bits to use, especially Warhammer Empire minis. Many of these could represent either poor farming or medieval worlds, or middle and upper classes from richer worlds, if converted using some "tech" bits to be in the high gothic style. These would work well for the unarmed/civilian armed people. Necromunda is a good source of armed civilians. They are carrying weapons and in fighting poses, but they are clearly civilians, and representative of some of the more brutal worlds.

Funny I started a civilian modeling project using Catachans and Brettonians before I moved. They're in storage now.

Catachans with their jackets and pants painted blue or another non-military color make good laborers, miners etc.

High Elf archers wtih head swaps can make good scribes, skaven plague monks with head swaps and feet shaved can make great jawa like the little gnomes you see preping SM armor.

Sorry I don't have any pictures. I'm getting the WGF survivors soon, but wiht my bitz box in storage I'm not sure how grimdark I'll be able to make them.

EM4 is rereleasing some old late 80s models from Metal Magic's Space Lords line, they're a bit short next to GW stuff but have a good RT vibe.

I grabbed a bunch of metal models literally decades ago that were described as "militia", about the same era as the original metal cultists.
See the picture below, the two guys on the right are two of about five different designs:

Van Saar Necromunda gangers look like good tech personnel.
Then maybe with bits from "WH Flagellant War Band" (heads, robs) and "Empire Archers / Huntsmen" (body, heads) they could work out ok.
The difficulty is getting "normal" looking arms to attach.

Scared populace. I'm looking for some models to be the target in a narrative mission similar to The Relic in that the objective itself is neutral, but one side wants to kill it, the other wants to evacuate it. Human civilian models, unarmed, in a group of fifteen or so as the 'killable objective'.

Yeah WGF survivors will take care of you then. 30 men or women for like $25. Just leave off the weapons and maybe add some GW bitz to grimdarken them.





Hoard o Bits even has them as bitz if you want to pick up a few cheap.

Well, "empire free company" (by GW) can also serve as decent poor civis when modeled unarmed if you'd like.

Also, some of the IG advisors look like a decent "noble" civ
