I've never been to a tournament, and was just wondering what percent of tournaments allow Forgeworld. I know it is something that CAN be restricted, I just wondered how often it IS restricted. Thanks for sharing Dakka!

It really depends on your area. Some areas are full of WAAC players who have the best codex-only armies and don't want to risk letting the metagame change, and so FW units (along with anything else that they don't need to use in their own armies) are banned. Some areas have people that are content to play the game as-is and not introduce tons of ridiculous comp scoring and force the game back to codex-only 4th edition. The only way to find out is to ask your local TOs what their rules are.

Some areas don't allow them while others do, it really comes down to a few things, some TOs don't want to deal with a bunch of special rules or people trying to take units/from an out of date book. I know some stores do it because they don't sell forge world models and don't want to have people purchase things from other places, my flgs told me they would prefer I just buy them myself as there was no benefit to the store from me buying it there if they didn't mark it up higher than forge world.
I have several forge world models that I love throwing in my lists occasionally but even at the flgs they don't allow them in every tournament. Most of the time people assume forge world is over powered or under costed but once I show them the rules for my models and the points cost they are more receptive.

What about the big Games Workshop tournaments? The ones they advertise on their website (If Warhammerfest is a tournament)... Also what about the national tournaments that people from all over play in...?

They often allow FW but they may restrict some of them. The GT's usually have a list of banned units on a web site but it can vary from GT to GT.

Last time GW ran a meaningful tournament FW rules were legal. However, GW's own tournaments suck (stupid mission rules, "casual at all costs" attitude, etc) so you shouldn't pay any attention to them. And they certainly aren't run as "this is how you play official tournament 40k" events, they're just local store events with more table space available.
(If Warhammerfest is a tournament)
It isn't. It's an opportunity to buy GW products (our favorite part of the hobby, according to GW!) and talk to your fellow GW fans. Actually playing GW games is not allowed as it would distract you from the important goal of buying more GW products.
Also what about the national tournaments that people from all over play in...?
It varies. Some play the game as-is and allow FW without any restrictions, some cling to codex-only 4th edition and ban or restrict FW rules along with all kinds of other comp rules. There is no consistency at all in this because these tournaments are run by a bunch of different people without any central authority to determine the rules. The only way to know whether your FW rules (or any other rules GW publishes) will be legal at a tournament is to look at that specific tournament's rules.

It's for more common than it used to be, FW is usually allowed in most large events now to some extent. FW army lists still seem largely universally excluded, but most allow the individual units. Smaller, more local events usually still ban it, mostly because the local stores can't make any money off of it or people don't like seeing things that upset their meta or just have mistaken preconceptions.
Really, it's best just to look for events in your area and ask the TO.
GW itself has largely stopped running tournaments aside from the once-in-a-blue-moon event at Warhammer World, which allows everything, even experimental units.

The amusing thing, is that GW's rules writing has been getting worse and more unbalanced over the years, where FW's rules writing has been getting better and more balanced. That's another reason why FW is starting to appear in more events.

FW has a reputation of a cheeze factory. Even though, it's not like this for at least a couple of years.
