Unless you are expecting new images to adopt whatever tags other images in the same gallery have? That isn't a feature I am aware of. You have to input the tags if you upload new images.
Yep, if you are doing a few images at a time use the 'Add these tags to all images' bar at the top of the upload page. That saves some time and you can save even more because your browser should save that form filling information to you cache so next time you can double click the bar and select what you wrote last time. There is also a 'tag whole gallery' option above the gallery within your personal gallery. You can use that to retrofit all the images already in the gallery with a tag or tags.
No that's optional. Say you have 35 images in 1 of your Galleries of an Ultramarine Space Marine Tactical Squad. You have already tagged them as [Space Marines] [Tactical Squad] [Ultramarines] but you decide you want them all tagged as [Games Workshop] [Warhammer 40,000] also. In that case you would use the 'Tag Whole Gallery' button to apply those new tags to all of those images at once.
