IA13 the warmachines of the lost and the damned. He cannot be used in a non apoc game under 2650 points as well. IA13 has the rules for almost every chaos model that FW makes.
You can also use the FW LoW document to use the IA:apoc2013 book whrere he has identical rules but doesn't have a points restriction.

sigh i want to play him but dont wanna spend 80 more dollars on a book to know his stats weapons and rules :/ Automatically Appended Next Post: one other question what size blast template is it for the stomps?

The most recent version of his rules is in IA13 as someone has already pointed out. However it added a restriction to all four gargantuan daemons, so to play him you're going to need to be playing a game where he makes up 25% or less of the points, so the game will need to be at least 3552 points in order to even field him now.
Stomps use the 3" template.

No, he is for large games only and has a specific restriction on point size - just use him as a particularly cool bloodthirster model in regular games.
