The 'Psychic Choir' formation consists of:

Zoanthrope Brood

The Hive Tyrant has a special Psychic Power called the Terror:

"The Terror is a nova power that my only be used by the Hive Tyrant, leading the Psychic Choir. The range is equal up to 6" per Psyker in the formation when the psychic power is manifested. It has the profile below:

With the new Zoanthrope rules you can take up to 6 Zoanthropes in a Brood. They also have the Brotherhood of Psykers rule.

Somebody argued with me that each Zoanthrope is a Psyker and therefore the range can potentially be up to 66".

I argued that the Zoanthrope profile doesn't have the Psyker rule, it has the Brotherhood of Psykers rule so for all purposes, they are treated like a single Psyker. Therefore, they could only increase the Nova power by 6" (much like how you only generate 2 WC) so the max range would be 18".

Who is right in this situation?

I'd say you're right, the unit is a Psyker

I am would agree that the 18in range is probably the current RAW, but oh my a 66" NOVA would be so very Apoc style. Though S2 AP1 is not going to be wounding to much.
