Plan is for Librarian to go with Dev Squad and use Force for instant death with them (along with any other psych power) and ride in Razorback till they can find good cover.
Scouts go with Storm till they find a place to post up.
Tact Squad goes in Rhino.
And death for everyone....

I dont have a ton of games under my belt but I would post the Devs up somewhere and let the Tacs ride in the Razor. They are built for short range and need to close the gap quickly. Also Devs moving in a vechical can only fire 1 weapon at snap shots so that doesnt do you any good. With Snipers I would infiltrate as opposed to ride in the storm and maybe free up points to get the Devs some more fodder troops. It feels like you need more ground pounders for scoring, maybe drop the dred for another tactical.

To be blunt, that strategy won't work. A lot of your weapons are heavy so they will snap firing when they move (or not at all if in transports without firing points or because they are blast weapons). Also, a lot of points are being spent on expensive weapons that outweigh the durability of the units using them. You want your anti-infantry units optimized for such a task, and you want anything moving to be able to fire efficiently while doing so.

The scouts in land speeder storm are a great unit, but they're great because it's cheap (100 points) and they can either assault or fire bolters out of it when arriving via deep strike (plus the vehicle's firepower is great, I usually recommend the heavy flamer). The transport is fragile so keep it cheap.

As for the Devastators, I like all lascannons because of the range and ability to re-shuffle and still snap fire, or all snap fire at fliers of you really need. I'd try to get another 2 bodies in that squad for ablative wounds, so each casualty isn't worth 30+ points.

As for the Tac squad, usually I keep the Sgt cheap and with a combi that matches the special weapon, but if you want to go cc then give him the vet Sgt upgrade for an extra attack. You might also want to consider a weapon and bolt pistol to get an additional attack (power sword?) You won't want to be in assault with these guys though, they do much better at 12" range.

I don't think the dread is going to do anything for you. He's too slow to walk across the table and a single ranged weapon at 24" can be avoided. I'd give him a drop pod and maybe make him an Ironclad?

Rhinos for each tact squad. Librarian still doing force for the dev squad for instant kill but have more marines to put up a meat shield for them and switched some weapons with the tact squads. Whats better rhinos or drop pods? Cause rhinos have less armor but can move but drop pods have better armor and has open top meaning evreyone can shoot out it and keep safe, but i dont think thats good for a tact squad... i dunno need some help.

When I read your strategic concept, I interpret it as you have the Librarian in the Devastator Squad to provide the Devastators in the unit with Force.

I was worried about that too - the Force power only applies to weapons in the unit with the Force special rule.

Powers that would be beneficial to the Devs:
Endurance from Biomancy (FnP & Relentless? Yes please).
Fire Shield from Pyromancy (riskier option than an ADL).
Telekine Dome from Telekenisis.
Shrouding or Invisibility from Telepathy.

None quite as good as Prescience from Divination, but SM don't have access to that outside of Tiggy / FW.

Will second the heavy flamer on the LSS - it negates the lower BS of the scouts and combined with Outflank / Scout can be brutal against Xenos lists.

So would there be a better HQ to bring? And if so what other then switching the heavy flamer saving 20 points would i drop or switch

Librarians are good HQ's for smaller games, he's just not usable in the way you wanted.

I'd say stick with the Libby, drop the assault cannon down to a HF on the LSS, and change one of the rhino's to a razorback with the 20 points saved - you can now combat-squad a tactical squad, have the ML hang back and take pot-shots whilst the Librarian joins the other half in the razor. There are plenty of offensive spells that are reliable to get (due to being Primaris's).

Also i wouldnt put the scouts with sniper and give transport, if you want them in somewhere scout them. Having them come in on transport doesnt allow them to do much when they land and then the transport is useless
