With IG how would you face something like this?

The single HQ or the unit he's attached to AND the HQ?

Wyverns can snipe the Apothecary he's with and he starts taking wounds from the center of the barrage, killing everything but him. After you whittle the squad down, FRFSRF command and shot over 100 shots into him, he'll fail 4 2+/3+(FNP) after enough wounds. Or tarpit him with said blob with fearless priest. He'll either die from the normal of attacks (with rerolls to wound from said priest) or tarpit for the rest of the game.

40 conscripts and a priest is 145 points, so about half the cost of those CMs, and will easily tie him up all game (just refuse challenges and let that almighty hero get bogged down smashing commoners!). Focus on the rest of the army with yours and play the mission.

He's got hit and run right? Or just hire scars have that?

Only white scars get that as a chapter tactic.

Death strike missile so much fun and if it doesn't kill him well it looked cool.

Or combine two of the above tactics -

Bog him down with a combined squad (or conscripts) and then kill them all with the Deathstrike.

I do run the pask punisher and it's amazing. I run it with the punisher, multi melta sponsons and a las cannon. With a executioner in its squad. The question is, is that enough dakka to take out 2 bike squads each with an apothecary with 2+ 3++ and fnp(3+)?

You also may want to try this - conscripts and Karamazov dropping scatterless S10 AP1 blast upon your model base-to-base with chapter master, denying both his armour and FNP.
He will still have 3++ from storm shield, but why the hell no?

Stormblade/Stormsword. Drop a 10" blast of STR 10 AP 2 on them, which means most/all of the squad takes wounds and all they have is their 3++ to stop it.
