Is it considered rude or annoying among the community for someone to play without a rule book? I will soon be finished with a 500 point army and want to go down to my local game shop but i dont have a rule book yet and am still sketchy on the rules. I know the basics from forums and looking at a friends rule book but will have to rely on my opponent's. Eventually i will get one but you know the whole money sob story.... modles vs rules.... and i wanna play damnit!
Side note, anyone familair with the hobby stores in portland oregon? Is the community any good, ie friendly and non crazy over competitive?

With the best will in the world, if you're looking for a PUG, hen you should know the rules, and have copies of all rules pertinent to your army, if you don't, you're likely to annoy even the most chilled out opponent.
Ask someone to run an intro game for you, with you using your own models, then you're much more likely to get an enjoyable experience, as both players will likely be of a similar mindset.

So long as you point out to a potential opponent that you're still learning and don't have the rulebook yet, you should be fine. Most players are willing to make allowances for beginners.

I'd definitely get the rules and your army's Codex if you don't have it yet. As an experienced player, it's really annoying to get a game half set up and then have your opponent sheepishly admit that they haven't even read the rules yet. If you can use ebay, try to get one of the mini rulebooks, they generally go for $30-40.

I'd be okay if somebody didn't have a BRB so long as they had a decent grasp on the rules and I had a rulebook too. If they didn't have a codex we'd have a problem though.

At 500pts I'd be okay with it. My friends have been trying to get into 40k and have quite a bit of games under their belt before either of them got a rulebook, but it is annoying. It's not impossible as long as you understand the basics and actually just last weekend a player that had shown up to hang out and build saw one of my friend's struggle with my epub digital version (not an easy format for someone unfamiliar) and loaned him both the Rulebook and the Eldar codex so he wouldn't have to struggle with the ipad. If you find that opponent who really enjoys SHARING the hobby, not just playing it at a competitive level, you can have a very good time still.
