Just been reading a friends copy of the new IA13 and noticed that the arch-demagogue is an IC and can take a covenant. What is to stop him taking a covenant and joining a unit of CSM with a completely different mark? i.e Archdemagogue with Cov. of Tzeentch joining some plague marines?

I can't remember exactly, but I know the answer would be found within the Rules related to the Marks themselves....

There is nothing to stop that happening at all.

I've been very tempted to an Arch Demagogue with a Covenant of Tzeentch which allows overwatch at BS2 into a Noisemarine Squad with max sonic blasters.

Choo-choo noise train no brakes!

Definitely nothing stopping the mix of a different Covenant with CSM units with Marks in the CSM codex, and absolutely nothing that I've found after 2 read-throughs of IA 13 either.

An Independent Character with a Mark of Chaos may not join a unit with a different Mark of Chaos.
- Marks of Chaos, Page 30 of the Choas Space Marine Codex.

There are some questions still as this is a Forgeworld Unit and I do not know every Rule within, nor how they all interact with each other. As it is entirely possible there could be something which over-rides the above, or the method in which the arch-demagogue is selected for the Army might prevent this Codex's Rule from interacting with it, I can not say for sure that the above answers your question. By the normal Codex which addresses Marks, Marked Independent Character's can never join a Unit which possesses a different Mark.

I am just starting to look over the book in question but I have a question:
Am I blind, or does the Arch-Demagogue lack a Mark?

I think I was thrown off by an unfamiliar Model and the Opening Poster's use of the words 'completely different mark' which I now believe led me to an incorrect conclusion.
I am actually sorry to say that it took me a while to even find the Model in the book, as I was looking for a Unit entry as I didn't even realize it was a 'Sargent like' Model within a Unit....

Chaos Covenants are not Marks, so are not restricted in the same way.

You could even have two different Covenants in the same unit (one on the unit, the other on the Arch Demagogue), and then join the unit with a CSM IC with a completely unrelated Mark.

Indeed,
Hence why I mentioned I was confused over the wording 'completely different Mark' and only on review of the actual profile did I realize what was amiss.
