I imagine precognisant would just overrule the BRB, as codex special rules are wont to do. I had considered giving acute senses instead, and still may do so. My reluctance for doing that, along with making the outflank bestowment a dice roll, is that randomness is imo bad design. I wouldn't have even given her the daemon weapon-esque rules if her already high 6 attacks base on the charge didn't anchor the range in her bonus attacks roll. But even with all the bonus attacks she's hardly a beat-stick (2 dead marines/4 guardsmen on the charge with average rolls), and the majority of her points return will come from her role as a force-multiplier. With that being the case, 160 points to potentially roll a 1 and give a single unit outflank, once per game, is unacceptable. A special character's abilities should be reliable enough to plan a strategy around, and the randomness of abilities like Huron's Master of Deception or d3 outflank are too unreliable, imo. I could see putting a hard cap like "up to 3 units may be given outflank" if it seems like someone could abuse the rule and outflank like 10 units in a single turn, but beyond that I'm hesitant to add more dice rolling into a game that's already bloated with dice rolling.
