I suppose this is more of a question of "stackable" abilities.

Take this scenario if you will...

I have Colonel Jendon in his Lambda Shuttle with a Weapons Engineer, who assigns one of his Blue Target locks to a friendly ship, who also has a Weapons Engineer. Does the friendly ship get to acquire a second Target Lock from being assigned the TL token from the Lambda, or does he only get to have the 1 TL?

Which I suppose at this point poses the question in my title. "Is there a distinct difference between 'Acquiring' and 'Assigning'?"

Yes, there is a difference. Jendon's ability doesn't give the ship a target lock, it moves the blue target lock token. This will not trigger weapons engineer.

(It also means that it will not be subject to any other rules for acquiring a target lock. For example, Jendon can pass a blue token to a ship which does not have the TL action, or to a ship which is more than range 3 away from the ship with the red token.)
