I created a Brotherhood of Steel Codex that I tried to keep as close to the Fallout lore as possible and be playable against warhammer 40K armies. Can someone check it out to see if it's balanced?

Not bad for a start, really it requires playtesting now, primarily against SOB and Space Marine IMHO due to how the play-style seems to mirror those two armies.

two things that bugged me though:
1. The heavy Weapons knights don't have a Fat Man option (which should probably have ordnance instead of heavy), even though I've seen knights that used one (Mainly FO3).
2. Liberty Prime's Stat line seems to be copy-pasted directly from the Wraithknight, for a fraction of the cost. The 1 Attack is mainly a tradeoff, but his shooting overall is so good for his points cost. Is he also supposed to be a MC?

This is...pretty crud, I'm afraid. Mechanically there's all kinds of things that don't make sense -

Why do 10mm and Laser pistols cost the same when one is superior in every respect?

Why is the Gatling Laser MORE expensive than the statistically-better Minigun?

Why is the Pulse gun AP7? Wouldn't Haywire work there?

What do Pulse Grenades and Bionics do?

Same for Power Fists and Rippers?

What do the points costs in slashes mean?

Why does the Fat Man have Rending?

Why would Paladins EVER choose Furious Charge over FnP?

Why are Scouts so damned expensive?

What is a Duel (Dual is the correct spelling) Gatling Laser? Is it two Gatling Lasers? The model can only fire one. Twin-linked, perhaps?

Are Sentry Bots supposed to be able to get a Rocket Launcher for free?

Why are these special characters restricted to 1500+ points?

Why are they even 'Special'? They've got no cool rules or wargear or anything like that.

On further inspection, who wrote these statlines? What is going on? Is there a reason the majority of these are initiative 7?

Oh, 4 and 5 attacks, too. That's damned impressive. Why?

Rhombus has 5 wounds. That's more than most Monstrous Creatures and just about every legendary Space Marine Hero.

Is Liberty Prime supposed to not be a MC?

Why is the Vertibird not a Flyer? Does it come with one Rocket Launcher or two Rocket Launchers?

So, yeah. I didn't vote. My gut reaction is this is underpowered - You've got almost no anti-tank and no survivability, no way to hit flyers or deal with psykers, no mobility...Yeah, crazy underpowered.

That's not a problem, though. This is the least inspired Codex I've ever seen. There's nothing awesome about it. No cool rules, no special equipment, nothing that they do well or dominate in. There's no soul in it.

Needs scavenge rules.
When this unit kills another unit in close combat-Roll a dice
1&2-found nothing of use
3&4-found enough armor scraps to get +1 armor for 1 round of saves.
5&6-found enough ammo and guns to get additional shooting for each gun in the next shooting phase or maybe twinlink every thing.

Or a way to create kill point markers. For each kill point scored, leave a marker so that BOS can claim it like an objective. When they claim it, they get salvage bonus.

Thank you for the input. I have revamped some of the stats and added a few special rules to help make the army unique. However. I still need help with anti-psyker part. Do you have any recommendations on this part?

I really wish Fallout 3 and New Vegas did not crash my ps3 so much. I do not have a nice pc to play these games and mod it.

What I really wish for is an updated RTS or TBS of Fallout: Tactics. I would like for atleast 5 factions. Supermutants and Ghouls like Orkz and Grots, Enclave like CSM, Raiders like Dark Eldar, Brother Hood of Steel like Space Marines, Vault Dwellers like.. I dunno, and NCR like Imperial Guardsmen.

This really needs some fleshing out.

First, some attempt should be made at setting the two different power armor sets apart. I mean T-45d and T-51b, the latter being a more modern and advanced model. So I would just make the T-51b your typical 40k power armor (3+ save, end of it), while the T-45d could boost the same protection but with some negative effects to the wearer's mobility (-2 I, -1 at running and assault throws). T-45d should be used only by Knights, while Paladins must have access to T-51b. I see absolutely no reason for a 6++ save anyway. Apprentices/Initiates should have Recon Armor (5+).

The "how to deal with psykers" part is tricky, as the lack of psychic powers in the Fallout universe means everything will have to be half-assed at best. There are the Scribes, but they're more the mechanicum than anything else.

Then the weapons... seriously there's so much wrong with that weapons list, not to mention the stats of the weapons themselves... I don't even know where to begin.

- Why does the laser rifle cost 2 points while the assault rifle costs 1 point, if the stats are going to be identical? Wait no, you actually gave the assault riffle AP5... nobody in the BoS should be ussing assault riffles anyway, they're mostly specialized on energy weapons. Same for the 10mm pistol and many other "conventional ammo" weapons like gatling guns and the like.
- A Tri-beam Laser Rifle could be a nice option for Paladins, an Assault 3 18'' lasrifle basically.
- Plasma weapons pose some challenge as they work way differently in the Fallout and 40k universes. I'd keep the 40k rules (S7, AP2, gets hot). A Multiplas rifle could be added as an optional special weapon for elite units, Assault 3 with only 12'' to make it a bit less overkill. Then you have the Plasma Caster, which should be something like Heavy 3 48''.
- The pulse gun is certainly a good idea but should have some important bonuses against enemies in power armor and robots as well, perhaps always wound on 4+ and negate armor saves. Auto-wound is probably a bit too much.
- The gauss rifle looks weird. In-game it's mostly the energy version of the anti-materiel rifle (with the added knockback effect). Since the AMF is mostly a sniper autocannon with extra perforation power... I'd go for Heavy1 S7 AP3 Precision Shot, Rending and Pinning for the gauss.
- Minigun and Gatling Laser need to be made a bit useful, but having them as Assault makes no sense. Minigun could be Heavy6 S4 AP6 with Pinning, Gatling Laser Heavy10 S3 AP- and perhaps Pinning too.
- I see Tesla Cannon more as an S6 AP4 Heavy 1 with Blast and Haywire.
- BoS should have access to Grenade machineguns, same rules as regular grenade launchers but Heavy 3.
- The Fat Man should have a large blast. However S10 and AP1 would make it a huge anti-tank weapon, while in truth it should be an infantry eraser. So I'd actually go for either S9 AP2 or S10 AP3, plus perhaps some radiation-based after effect? Something like... at the beginning of the opponent's next turn all units affected by the blast template should either pass a Toughness test or suffer an automatic wound with no saves allowed. Cool and certainly fluffy, but perhaps too much rules-wise, maybe just the individual minis who may have survived the blast.
- Where's the Super Sledge? Basically a Thunder Hammer.

Liberty Prime proved to be virtually invulnerable to all kind of energy, artillery and missile weapons thrown at him so personally I'd have him with 13/12/11 armor. The Liberty Laser should just be a Heavy 4 Lascannon with 36'' range.

All in all we would be talking about a SoB like shooty army of "average" dudes in power armor.

Progress is like a herd of pigs: everybody is interested in the produced benefits, but nobody wants to deal with all the resulting gak.

GW customers deserve every bit of outrageous princing they get.

I agree with all the above points but thought I'd add a suggestion to the Fat Man: Remove the Strength value and give it Poisoned (whatever value you feel is accurate) and Haywire. This way it'll have a good impact on infantry, but lessens the effects on vehicles significantly: While it's powerful, its strength lies in the radiation, although the blast could damage a vehicle if you're lucky.

Imagine it as instead of Haywire coming from some sort of EMP-esque effect, the radiation's poisoning the crew who are somewhat protected by the armour.

That seems like a genuinely nice idea. Still the Fat Man packs quite a punch in the games, specially where the mini-nuke hits directly, so perhaps for whatever is unlucky enough to get right under the centre of the blast (you know the tiny central hole of the template) something like S9 AP2. The rest, as you say, could do with Poisoned and Haywire. It's probably the best solution to represent the radiation thing.

I'll see if I can give a look to that army org chart, although in that regard the BoS shouldn't be too complicated. It's not like they have a huge amount of units to choose from.

I understand the weapons are a bit off and am trying to adjust, but I see the Bos power armour similar to IG storm troopers. If anything, the Enclave power armour would be similar with Space Marines that I can check in FO: Tactics to see if there is a mech or something. At least during my play-through, I noticed that the BoS used predominately used laser weapons and very few Plasma guns. That's why I didn't add any to this army list. The Enclave army list, though will be predominately plasma based.
