An insider apparently told The Mirror: “Andrew was hand-picked for a role in the new Bond movie after film bosses loved his star turn in Sherlock. Casting directors thought he was perfect to play a baddie and they wanted to use his existing Sherlock profile – and amp it up to the next level.
They added: “Andrew is hoping the move will see him leap from TV to the big screen, where he can eventually divide his time between London and LA. He knows this is his big break.”
The cast and title of the new Bond film will be unveiled live on Thursday morning.
Principal photography on Bond 24 begins on Monday 8 December, with Daniel Craig playing 007 for a fourth time.
Sam Mendes will return to direct the movie, which will be released in UK cinemas on 23 October 2015.

I also agree.... however I'm obviously very leery of the prospects of "Moriarty +1"
Yes, we know he does his brand of Moriarty quite well.... But, I think that, depending on his character, that won't really work well in this current iteration of Bond.

Although... having to google Christoph Waltz's name, I did come across this article, with some interesting rumors:

For the work blocked or tl;dr.... Among many rumors is that Scot, and Waltz are "teaming up" as co-lead villains, with Dave Bautista (Drax the Destroyer) playing a sort of Jaws character.
In this same article, it's suggested that, if rumors are true, Waltz will be a multi-movie villain, such as Blofeld, or an -esque type role, with Scott playing something more like Dr. No, or Goldfinger as a single movie "main" villain.

I think the biggest reasoning for that has to be with the "ratings" TV shows get. Seems like any show that mentions a drug that's "harder" than nicotine or alcohol gets slapped with TVMA rating, which will affect the viewing ratings, and thus the money raked in by viewing.

Yes, but the difference there is, when you look at Waltz, he's played 2 major villains, in Tarantino films.... but both were more of what I would consider "Campy" villains, like the joker in the 60s:
Yes, he's "dangerous" in his setting, but it's not all that serious a setting, and you positively KNOW who's going to win.... I've always felt that Bond villains, even if they're odd or "zany" need to have a certain level of menace/seriousness to them.
Mads Mikkelson and Javier Bardem instantly spring to my mind for this.... You have a guy who bleeds from the eye (and Bond takes a jab at that one as they're playing cards), and a dude who's completely off his rocker in Silver. But, both of them delivered a threat and menace that you can just SEE on screen.
Obviously, we'll have to wait and see how Waltz does, but he does make me a bit uneasy, because he is still Landa, and/or Schultz, and both of them are rather silly villains.

That would be one way of "bringing back" Blofeld, however with the announcements, it would seem his character's name will be Oberhauser, as we also have Dave Bautista playing "Mr. Hinx" who is rumored to be a "Jaws-like" character. It seems that, while it's a reboot, it's not a complete reboot because the only characters being "reused" are the ones we've already discussed (007, M, and Q... as well as Ms. Moneypenny.... I hope she comes back)

Well, we do have certain episodes where we KNOW Sherlock has random body parts in his fridge/freezer.... So it may not always be drugs

I didn't read all of it... but I'm going to hazard the guess... based on author and overall tone, that it isn't.
While I have issues with real life sexism, I don't actually have much, or any issue with a character like Bond being sexist. It is, at this point, a fairly core element of his character... I mean, in CR, he very nearly meets his match in Vesper, until he breaks her down with his astounding wit and charm (that may or may not be sarcasm  ). But, I think that Craig's version of Bond, in his dealings with strong women such as Vesper, and especially M are actually well written and well acted.
