It doesn't specifically say Terminator Captain can take a Command Squad, but Librarians and Chaplains can when they take Terminator Armour, so can they?

Personally I think it is intended that they can (not based on rules), and I would not bat an eye if a player took one.

No they can't.
That's one of the upsides of the DA in my opinion.they are able to take command squads, death wing command squads and ravenwing command squads. Idk if any other chapter can.
