My friend recently got the IA13 book and after I listened to the Independent Character's Podcast about the book (episode 113) and heard Carl talk about the Spartan Tank taking Flair shields I recommended to my friend to get one and take the shields; however, he insists it's not an option for the tank. I checked Battlescribe and it doesn't have an option for the flair shields upgrade either. Can the Spartan Assault Tank take flair shields? and if so, where in IA13 or in the rules wherever can we find that it can take them.

As far as I know the CSM Spartan cannot take them.
Spartans in the Horus Heresy books of the 30k timeline can get Flare Shields, however 40k Spartans (loyalist or traitor) cannot take them.

That's interesting. I assumed they wouldn't be able to once I saw that it wasn't an option from Battlescribe. That's unfortunate because it's what makes the tank have such staying power on the table.

Flare shields are nice, but the armored ceramite (which cancels the melta rule) is the better option. Flare shields only protect your front facing, and as you're most likely going to be moving towards the enemy to unload your cargo of super killy death assault troops, your opponent will be able to start taking side shots very quickly.

CSM Spartan cannot take them - I was referring to the 30k Spartan which has them. Sorry if I caused any confusion.
