Have the Blood Angels Tactical marines always been able to purchase a heavy flamer as an upgrade? Or is this new?

Old codex allowed squad of 10 to have 1 special weapon -- flamer, melta, or plasma gun, and 1 heavy weapon -- heavy bolter, multimelta, ML, plasma cannon or lascanon.

Absolutely new. Grav gun and heavy flamer were not available to a BA Tactical before.
