I heard that if you strip the paint off of an army you are selling, you can ask a higher price for it. Is this true? Why?

True, if the standard of paintwork is not good (by good here I mean good, not basic, not average). Because it makes it easier to repaint.
However, if you're doing so bear in mind that any stripping work will need to be done well, using appropriate methods.
This can cost more in time, effort and products than you add to the value of what you're selling.

It can also be very true in the case of buying painted models you mean to strip too. Sometimes the discount you can get compared to buying unpainted models just isnt worth the time effort and cost of supplies it takes to strip the models.

My problem is that people won't buy if it's painted. I'm wondering if stripping the paint is even worth it.

I think it all depends on the paint scheme and the quality of the work. If the paintjob is excellent, then the model is worth more left painted. Otherwise, you're stripping the paint off the "Mona Lisa" and selling the blank canvas.
