High contrast seems to be the way to go. The features are so small and the detail so shallow (due to scale, not necessarily bad casting) that you pretty much have to paint in any impression of depth. I'd skip the washes and be sparing with highlights, focusing on the base and midtone to give a pseudo-blacklined (not actually using black, just starky lining with a dark fleshtone) effect. Strong, sharp shadows defining the jaw, brow, and nose seem more effective, to me, than subtle shading and an attempt to define them by the highlights.
