Could it be that the HH hadn't yet reached the point at which he was given the Spear? Don't know exactly when he was supposed to get it, but that seems the most likely explanation.

Yes, I suppose that that is possible, but from the way that they talk about the Spear, it seems like Sanguinius had used this weapon for centuries. Also, the Emperor wouldn't have time to forge some magnificent Spear, since he is spending all of his time right now keeping the Imperial Webway project from spilling an army of daemons into Holy Terra.

It could be like the Spear of Russ where people think he used it but in reality it was barely touched.
