Can I put an IC in a transport (non dedicated) and confer infiltrate? Specifically Snikrot in a Stomp.

No, for two reasons.

One reasong being as in your other question on Outflank that embarking on a transport is not joining a unit.

The other being that Infiltrators are deployed last, by which point a Stompa must already have been deployed (within the player's deployment zone).

You may however grant the ability to Outflank to a unit the IC joins in Reserves, though in this case again, embarking on a transport is not the same as joining a unit.
